Device manager shows that the host controller isn't working and the message is "Windows cannot initialize the device driver for this hardware. (Code 37)". 

Make sure you have all the windows updates for Windows 7 installed.  Newer drivers use a different, more secure signing protocol and without update, windows 7 doesn't understand that protocol and so won't load the driver.
